On the Uplay login page, click settings at the bottom ---> always start in offline mode. Restart uplay, log in. now start the games through Uplay or steam and it should work. Tested with Far Cry 5 and it's working for me. Ubi said they would fix it by 17:00 UK time, but now it's 2 hours past, so yeah, go figure. Spread the word!
